Jamestown, NY (November 17, 2025) – A 4-year-old girl from the Jamestown City School District was tragically killed Monday morning after being struck by a Panama Central School District bus near Fletcher Elementary School, according to the Jamestown Police Department.
The collision occurred around 8:08 a.m. at the intersection of Cole Avenue and Whitehill Avenue, just steps from the elementary school. Officers arrived within minutes and attempted first aid before the child was transported to UPMC Chautauqua, where she later died from her injuries.
Authorities say the bus was transporting a Panama Central School District student for an out-of-district placement. Neither the bus driver nor the student passenger was injured.
Cole Avenue was shut down for several hours as the Jamestown Police Department, the Chautauqua County Sheriff’s Accident Reconstruction Team, and New York State Police worked to document the scene. Officials have not yet released additional details regarding the circumstances leading up to the impact.
Fletcher Elementary School Principal Amanda Sischo confirmed the student’s death in a difficult message to families, calling it “a tragic loss for the Fletcher school community and all of Jamestown Public Schools.” Crisis intervention teams were activated to support students and staff.
Panama Central School District Superintendent Emily Harvey also issued a statement expressing “deep sorrow” and noting that early findings suggest the incident was a tragic accident.
Parent-teacher conferences were canceled, and dismissal procedures were adjusted to keep the area clear for investigators.
School Bus Collisions and Pedestrian Safety
Collisions involving school buses and young children are emotionally devastating and legally complex. These cases often require immediate investigation into visibility conditions, bus operation protocols, crossing procedures, and whether all required safety measures were followed. Families may have rights under New York personal injury and wrongful death laws, which allow recovery for medical costs, funeral expenses, and emotional losses when negligence is involved.
Early legal guidance from NY wrongful death lawyer is critical to securing evidence such as onboard video, route logs, and witness statements.
