Impaired Driver on Meth Hits Trick-or-Treaters

Town of Chenango, NY (October 31, 2025) – A Halloween night meant for fun turned tragic when a 60-year-old woman, allegedly under the influence of methamphetamine, struck a group of trick-or-treaters with her car in the Town of Chenango, according to the Broome County Sheriff’s Office.

Officials said Ann B. Affolder, of Binghamton, was backing out of a driveway on Morningside Drive when she suddenly accelerated into the street, hitting four pedestrians.

Among those injured was a 14-year-old boy, who suffered serious hip injuries. A man trapped under the vehicle sustained severe trauma to his torso and legs, while a woman was treated for foot injuries. Another man was also struck but did not require medical care.

Investigators determined that Affolder was impaired by meth at the time of the crash and was also found to be in possession of the drug. She was detained and taken to the Broome County Sheriff’s Office for field sobriety testing.

Affolder has been charged with multiple felonies, including vehicular assault in the 1st and 2nd degree, as well as misdemeanors for DWAI-Drugs and criminal possession of a controlled substance. She is currently being held at the Broome County Jail without bail.
