Salisbury Township, PA (December 31, 2025) – A tragic New Year’s Eve accident has claimed the life of a young boy riding a scooter in Lancaster County. The fatal collision occurred at approximately 5:58 p.m. on Wednesday, December 31, 2025, on Churchtown Road, just south of Mast Road.
According to the Pennsylvania State Police in Lancaster, a Dodge Caravan was traveling southbound on Churchtown Road when the driver attempted to pass a juvenile male who was also traveling south on a scooter. Troopers at the scene determined that the minivan failed to pass the scooter rider with the necessary caution, resulting in the vehicle striking the boy from behind. The impact threw the juvenile from the scooter and onto the right side of the roadway.
Emergency personnel from Tower Direct EMS, Elverson EMS, and the Elverson Fire Department arrived quickly to provide medical assistance. The boy was transported to Reading Hospital in critical condition, but later succumbed to his severe injuries. The driver of the Dodge Caravan remained at the scene following the collision and was not reported to be injured. The investigation into the exact cause of the crash and any potential charges is currently ongoing by the State Police.
Liability and Safety Obligations in Passing Accidents Involving Minors
Accidents involving motorists and non-motorized scooters often hinge on Pennsylvania’s strict laws regarding safe passing and the protection of vulnerable road users. Under state law, drivers are required to maintain a safe “assured clear distance” and must only pass another vehicle or pedestrian when it is safe to do so with ample room. When a driver fails to provide this space, especially when approaching a child or juvenile, the driver can be held liable for the resulting tragedy. The fact that the impact occurred while the minivan was attempting a passing maneuver suggests a significant failure to yield the right-of-way to the slower-moving scooter.
